South Clinton Street provides an important link between the uptown business district and the southern business district along Illinois Route 159.  The 2-lane oil and chip roadway was in poor condition.  Storm water runoff collected in poorly defined roadside ditches.  Sidewalks were broken, cracked and shifted and failed to meet handicap accessibility standards.

Improvements to South Clinton Street include replacing nearly a half mile of the weathered roadway with new full-depth asphalt.  Concrete curb and gutter with storm sewer replaced the shallow ditching.  New wider sidewalks provide better pedestrian access with handicap accessibility improvements.  A weathered bridge that carries the roadway over Canteen Creek was replaced with a 3-span cast in place concrete structural slab bridge.

Oates Associates provided survey; right-of-way negotiation services; design; and preparation of plans, specifications, estimates and bidding documents.  Construction phase services included staking, observation, testing and layout.
