Convention Center Boulevard will be reconstructed and extended for a half mile, from Sherbrooke Road to the St. Charles Convention Center, connecting two dead end roadways.  The main goals of this roadway extension are to provide improved access to I-70, increase traffic flow and alleviate traffic congestion on the surrounding roadway network.

Oates prepared a traffic impact study to evaluate future traffic volumes and potential safety concerns.  This work included traffic counts, traffic projections, trip generation, traffic signal warrants at intersections, and pedestrian and bicyclist movements.

The new roadway will improve access, connecting hundreds of residents to Veterans Memorial Parkway and the interstate.  The new two-lane roadway includes a 10’ wide sidewalk that meet ADA accessibility standards.

A new single span structure is required to carry the new roadway over Crystal Springs Creek.  This work involves review of available record hydraulic information, delineation of drainage areas, providing discharge calculations, and creating HEC-RAS models.  The channel velocities calculated in the HEC-RAS model were used to determine the proper streambank stabilization strategy to prevent scour and channel migration.

Oates Associates is providing civil engineering, structural engineering and surveying services and SCI completed a geotechnical investigation.
