Oates Associates was retained by the City of Highland and the Louis Latzer Memorial Public Library to create a landscape planting plan in conjunction with a new parking lot and children reading area. Street parking and a small gravel and grass lot were the only prior parking options.

The new parking lot sits to the east of the library and features sidewalks and handicap access with screen plantings and shade trees. The planting plan landscapes the entire site and includes the development of a small children’s outdoor reading area with a Greek temple gazebo.
