The westbound approach of East Schwarz Street at South Buchanan Street was a two-way, two-lane brick street with an asphalt overlay, barrier curb and sidewalk on both sides. East Schwarz Street was widened to add a dedicated left-turn lane to match the eastbound approach.
Existing traffic signals at this intersection were modified to provide protected left-turn movements for westbound traffic. Detector loops were installed to accommodate the new left-turn lane. The existing traffic signal controller was modified to provide split-phase operation for eastbound and westbound movements.
Pedestrian accommodations were improved by reconstructing sidewalks at the intersection with new handicap accessible ramps. Oates’ services included design, right of way documents and negotiations for this CMAQ funded project.
